  • 摘要: 山区配电网“水光融合”的绿电集群调控创新与实践研究课题,聚焦碳达峰、碳中和目标,践行习近平总书记“电等发展”重要嘱托,以落实国家电网公司战略目标为引领,基于山区配电网“水光资源丰富、网架结构薄弱”特点,深入挖掘水电、光伏绿色能源潜力,打造绿电“三四五三”体系(三大联合机制、四项核心技术、五块服务样板、三条保障措施),建成具备“配电网高度透明”“水光融合互补”“绿电集群调控”“抗灾自愈恢复”特征的水电微网,有效破解了有源配电网特性演变感知能力不足、存量增量资源统筹协调能力不足、调控运行管理下沉穿透能力不足的难题,引领新形势下绿电高质量发展,形成政府、供电公司、企业多方共赢的“供电+服务”绿电生态圈。

     

    Abstract: The research project on the innovation and practice of green power cluster regulation of "water and light integration" in mountainous distribution networks focuses on the goal of carbon peak attainment and carbon neutrality, implements the important mandate of General Secretary Xi Jinping on "development of electricity", takes the implementation of the strategic objectives of State Grid Corporation as the lead, and based on the characteristics of mountainous distribution networks Based on the characteristics of "abundant water and light resources and weak network structure", the company explores the green energy potential of hydropower and photovoltaic, builds a "three, four, five, three" system (three joint mechanisms, four core technologies, five service models, three safeguards), and completes a distribution network with The system is characterized by "highly transparent distribution network", "water and light integration and complementarity", "green power cluster regulation" and "self-healing recovery from disasters". The project has effectively solved the problems of inadequate perception of the evolution of active distribution network characteristics, inadequate coordination of stock and incremental resources, and inadequate penetration of regulation and operation management, led the high-quality development of green power under the new situation, and formed a win-win "power supply + service" green power ecosystem for the government, power supply companies and enterprises.
