县域数智新型电力系统示范建设的路径探索

The Path Exploration of the Demonstration Construction of the New Power System of County Digital Intelligence

  • 摘要: 国网浙江海宁市供电公司充分运用嘉兴城市能源互联网建设先行探索经验,通过构建源网荷储四侧灵活资源规范建设体系,提升配电网灵活性,将配电网按电压等级划分不同层级并解构为最小自治单元,建立“一态一策”应对机制,实现资源按层级最小单元状态调控,开发建设基于“三层三态三策”功能架构的源网荷储协调控制系统,实现配电网“分层分区、自治平衡”,制定一套适合县域配电网“从传统配电网向数智新型电力系统演进”的成效评价指标体系,着力提升配电网抗扰能力和综合能效水平,形成了县域数智新型电力系统示范建设的路径—数字化牵引的“资源+控制”体系,并以海宁尖山新区为核心示范区试点建设。

     

    Abstract: State Grid Haining Power Supply Company makes full use of the pioneering exploration experience of Jiaxing city energy Internet construction. By constructing the flexible resource standard construction system of charge and storage of the source network, it improves the flexibility of the distribution network, divides the distribution network into different levels according to voltage level and deconstructs it into the smallest autonomous unit, establishes the response mechanism of "one state, one policy", and realizes the state control of resources according to the smallest unit level. Develop and construct a coordinated control system of source network, load and storage based on the functional architecture of "three layers, three states and three policies", realize the "hierarchical, regionalized and autonomous balance" of the distribution network, formulate a set of effectiveness evaluation index system suitable for the evolution of the county-level distribution network from the traditional distribution network to the digital-intelligent new power system, and strive to improve the disturbance resistance and comprehensive energy efficiency of the distribution network. It has formed a "resource + control" system of digital traction, which is the path of the demonstration construction of the new digital-intelligent power system at the county level, with Haining Jianshan New District as the core of the pilot construction of the demonstration area.
